«HEAVY CASPIAN 2019»

April 25, 2019 marked completion of the 8th international conference HEAVY CASPIAN focused on oversize and heavy-lift transportation in the Caspian Sea and Central Asian regions.

This year the conference was visited by more than 130 delegates from Kazakhstan, Russia, Belarus, Uzbekistan, Turkmenistan, Georgia, Germany, the Netherlands, Italy, Turkey and UAE.

The conference highlighted various project logistics aspects. In particular, speakers from A.R.T. Business Group and TECHNO WEST LTD went into detail describing existing routes and condition of associated infrastructure for shipment of such cargoes through Kazakhstan’s sea and inland ports. In his turn, Nurbolat Karimov, Deputy General Director for Operations of TenizService, spoke about construction of the transportation route for project loads destined for the Tengiz Field Expansion Project. This state-of-the-art road and port infrastructure will be accessible to all transport market members after 2021.

Vladimir Dorokhov, STS Logistics’ Director Regional Development, highlighted aspects of reloading out-of-gauge equipment from China on inland border terminals of Kazakhstan giving a specific example of a drill rig transportation.

Konstantin Grinevich, General Director of Glogos Project, shared his view on advantages of water shipment of extralong and super heavy cargoes. He specifically dwelled on two projects: delivery of wind-powered generators from China to Ulyanovsk and transportation of casings from Shanghai to Mayak settlement (Samara Oblast).

Representatives of Keen-Mark Group gave two technical speeches on unique potential of modern self-propelled machinery as well as projects related to oversize and heavy-lift handling by means of craneless rigging methods. Namely, Aleksei Lindstrem told the audience about one project where Keen-Mark’s role covered trucking from the temporary Ro-Ro jetty to the unloading point in the petrochemical plant. A real challenge was to come over three bridges which turned out impassable for this kind of load. However, thanks to nonstandard technical solutions these obstacles were successfully tackled. This speech was followed up by Stanislav Kramnik who shared equally interesting engineering solutions of overcoming such obstacles as bridge structures.

The conference came to a close with speeches made by Pandi Trans and SEAMES reflecting the need for the more extensive deployment of insurance coverage and survey while preparing for the projects associated with handling and installation of project loads. «HEAVY CASPIAN 2019»

25 апреля 2019 года завершила свою работу VIII международная конференция «HEAVY CASPIAN», посвященная перевозке негабаритных и тяжеловесных грузов в регионе Каспийского моря и странах Средней Азии.

В этом конференцию посетило более 130 делегатов из Казахстана, России, Беларуси, Узбекистана, Туркменистана, Грузии, Германии, Нидерландов, Италии, Турции и ОАЕ.

В рамках конференции были освящены различные вопросы логистики проектных грузов. В частности, докладчики из компании «A.R.T. Business Group» и «TECHNO WEST LTD» подробно остановились на описании существующих маршрутов и состоянии инфраструктуры для транспортировки подобных грузов через морские и сухие порты Казахстана. В свою очередь Нурболат Каримов, заместитель генерального директора по эксплуатации компании «ТенизСервис» рассказал о строительстве маршрута транспортировки проектных грузов для объектов Проекта по расширению производственных мощностей Тенгизского месторождения. Эта новейшая дорожная и портовая инфраструктура будет доступна всем участникам транспортного рынка после 2021 года.

Владимир Дорохов, директор по региональному развитию «STS Logistics» доложил на конкретном примере транспортировки буровой установки об особенности перегруза крупногабаритного оборудования из Китая на сухопутных пограничных терминалах Казахстана.

Константин Гриневич, генеральный директор «Glogos Project» поделился информацией о преимуществе водной транспортировке сверхдлинных и сверхтяжелых грузов. В частности, он подробно остановился на проектах доставка ветрогенераторов из Китая в Ульяновск и транспортировки обсадных колонн из Шанхая в п. Маяк Самарской области.

Представители ГК «Кин-Марк» представили два технических доклада об уникальных возможностях современной самоходной техники и о проектах перемещения негабаритных и тяжеловесных грузов такелажными безкрановыми методами. Так, Алексей Линдстрем рассказал о проекте, где компания осуществляла автотранспортную часть перевозки от временного причала ро-ро до места разгрузки на нефтехимическом заводе. Особую сложность вызвал переход трех мостов, которые являлись не проходными для данного груза. Благодаря нестандартным техническим ращениям, эти препятствия были благополучно преодолены. Его доклад дополнил Станислав Крамник, который поделился не менее интересными техническими решениями преодоления таких препятствий, как мостовые сооружения.

Завершилась конференция докладами компании «Панди Транс» и «СИМЕС», в которых была отражена необходимость более широкого использования страховых механизмов и сюрвея при подготовке проектов перемещения и монтажа проектных грузов. HEAVY RUSSIA 2018: summary of the decade

The 10th annual international conference HEAVY RUSSIA 2018 took place in Moscow on November 15-16 and was focused on heavy-lift and oversize logistics in Russia, CIS and non-CIS countries. The 10th anniversary conference was attended by 345 delegates from 15 countries worldwide.

The first speech of the first session was given by Marat Yarullin, Director Sales and Project Development Department of FESCO Transport Group – representative of the Conference Main Sponsor – who started with summarizing some of results achieved by this industry during the last decade. In the first place, he mentioned major modernization of the oil and gas sector – refurbishment and construction of new oil refineries and petrochemical facilities, development of new oil and gas fields, construction of pipelines and terminals. Metallurgical works engaged in large-bore piping supply were ramping up productive capacity.

Power industry is also witnessing large-scale upgrade, for example, of main GRES power plants as well as state power plants in the European part and in the Far East. Modernization was based on European model as laid by A.B. Chubays, our energy market leader and pioneer of wind power development. Extraction of mineral resources has reached unequalled level and President Putin is setting a new target for the industry to exponentially increase production in the next few years. Positive trends are emerging in shipbuilding and motor industries. Much more has been achieved in infrastructure construction – roads and bridges. Projects related to the Northern Sea Route (NSR) began to operate. The Arctic has revived improving communication with Norilsk and opening doors for extensive projects on Yamal.

Economic sanctions of the USA and European Union are having significant and multi-sided effect. This way, major western and mainly European companies are winding down their activities in Russia giving way for Russian and American businesses. Transport companies which used to operate only in sea freight started to advance engineering subdivisions, purchase associated equipment and offer complex shipment and engineering services consequently expanding their business.

Our neighbors are also very active. For example, Kazakhstan demonstrated explosive development followed by minor recession and a little recovery again now. A new wave in energy, oil and gas and even nuclear industries can be seen in Uzbekistan but until the republic is through with the elections, it is prematurely to be anyhow specific. Turkmenistan is experiencing abundance of gas which has a great influence on projects. The news say that starting from January 2019 Russia plans to buy gas which will have a positive effect on political climate in the region. Belarus is building its nuclear power plant and upgrading chemical works and oil refineries.

Marat Yarullin defined the trends for the next 5 years. It’s a trend towards the north and north-east of the country and development of major projects in these parts. The NSR will allow both oil and gas projects – first of all, this is Yamal LNG Project – as well as mining businesses to unwind: coal and ore works are striving at production potential increase. Here we mean development of LNG reloading projects in Murmansk and Petropavlovsk-Kamchatsky. A lot of chemical factories are under construction in the Far East – Amur Gas Processing Plant and a real cluster of chemical works around gas pipeline Power of Siberia which will shift the emphasis on the Far East.

In general, projects have become more sophisticated from engineering point of view. Project- and budget-managing companies guarantee that the budget will be implemented on a turn-key basis and within the agreed timing. Digital modernization is underway. Digital technologies ensure PC modelling and avoiding errors in real life using these models. At the same time, our access to state-of-the-art equipment is limited by sanctions and Ruble devaluation which is coupled with limited access to financial resources and encourages to search for new investment-free ways of cooperation.

In the next 5 years we will face a number of severe risks, namely trading wars between the USA and PRC vested with sanctions, the similar stand between the USA and EU as well as US- and NATO-supported armed conflicts in the Middle East which postpone projects targeted at these regions. On top of that, European partners are afraid of American sanctions being inactive or even abandoning our market. Weather risks are attributed to limited availability of winter roads caused by climate warming.

A most interesting speech was given by Vyacheslav Fyodorov, Head of Oversize Shipment, AO NIPIGAZ. He expanded on execution of the Amur GPP (gas processing plant) construction by the lead Russian EPC Contractor PO NIPIGAZ.

Construction of the Amur GPP facility is ongoing in Svobodny district of Amur Oblast on the Zeya River (the Amur tributary). The plant is going to become the world’s and Russia’s largest gas processing facility. Its area is about 800 ha. The plant is designed for processing – separation and treatment – of multicomponent gas supplied by the Power of Siberia gas pipeline from Yakutia and Irkutsk gas production centers established by PAO Gazprom as part of the Eastern Gas Program. The idea is to reach plant productive capacity of 42 billion m3 of methane, as well as 60 million m3 of helium, 1 million tons of propane, 0.5 million tons of butane and 0.2 million tons of pentane-hexane fraction per annum. Treated methane will be exported to China.

The construction project was launched in 2015. NIPIGAZ is rendering the full range of facility support services: detail design preparation, supply of equipment and materials, construction and installation activities, mechanical completion and handover of the plant to OOO Gazprom Pererabotka Blagoveschensk. As of September 2018, the project is 21% complete.

Construction of this kind implies procurement of big amounts of process equipment including overweight and out-of-gauge cargoes. During the navigation period of 2018, 79 oversize and heavy items were delivered to the AGPP construction site. Overall volume amounted to 62,000 freight tons, out of which 27 items weighed between 100 and 862 tons each. The biggest demethanizer column was sized 88 m in length, 8 m in diameter and reached 831 tons in weight. The second biggest unit – nitrogen removal column – weighed 862 tons. Three cranes were engaged to load it on the ship.

The equipment was shipped by sea with four 12,000-ton dwt crane ships chartered for this very purpose. Two of them were sourced from Europe and two more from South Korea – equipped with three deck cranes, two 700-ton and one 350-ton unit. The equipment was loaded out in the ports of Bremen, Antwerp, Aviles and Masan. De Kastri Sea Port – the closest port to the Amur – was selected to reload the bulky items on the barges. The port was not suitable for such big-sized ships and it was resolved to reload the cargoes in the roads.

The vessel with column equipment from South Korea was the first to arrive. Demethanizer transshipment presented the biggest challenge – not only this job had to be done at anchorage, but it also involved simultaneous operation of three cranes which made crane operators work in a synchronized manner.

The barges were leaving Di Kastri and proceeding to the AGPP jetty on the Zeya River. It took 20-22 days to cover the 2,464-km long route including top-up on the way. 14 barge trips with bulky loads from Di Kastri to the AGPP jetty fitted into navigation period of 2018. The most challenging section on the Zeya River to be overcome by the barges was 212 km long and characterized by strong current, silting, frequent water level variation and changeable water course. Transportation was possible only in daytime and under clear visibility. Approaching Svobodny, the barge speed was just 3 knots – so strong was the current.

Preparation for the project required additional efforts due to lack of tug boats and 1-m draft barges when loaded with up to 1,000 tons. The available fleet had to be upgraded followed by building of 19 new units: four river-sea tug boats, four shallow-draft river tugs for towing the barges along the Zeya River, seven barges and four pontoons. The entire fleet was built, mobilized and put into operation in less than a year. Preparations also included dredging operations on the Zeya River and approval of flushing the Zeya GRES to raise the water level for passage of dredging machinery and tug/barge towing arrangements.

A special jetty was constructed on the 212-km point of the Zeya River to reload the heavy-lift and oversize equipment from the barges. The jetty is fitted out with 1,350-ton and 750-ton crawler cranes and connects to construction site with a 24-km long road. Equipment installation activities were starting immediately upon delivery to site.

As for navigation period in 2019, it is planned to ship by sea 108 overweight and oversized equipment units with a total volume of about 100 thousand freight tons. Two ports of transshipment will be used – Sovetskaya Gavan and De Kastri are awaiting five ocean-going heavy-lift vessels with 12-20 thousand tons of deadweight. The AGPP jetty is ready to meet 21 tug/barge towing combinations.

The wind mill project in Tiksi was described by Kirill Sorokin, General Director of SpetsStroyMash – this company rendered full service of delivery, erection and start-up of wind generators.

We are talking about three experimental wind-driven power plants designed and manufactured by Komaihaltec Inc., Japan. The towers are 41.5 m high with its blades sized 33 m in diameter. This equipment is suitable for Arctic service and adapted for severe weather conditions of polar regions. The blades of the wind mills are shortened to 16 m, while the generators are designed for operation under temperatures of down to – 50°С and storm winds. Design capacity of this facility is 0.9 MW. In total, the wind mills weigh 238 tons and special machinery – 261 tons.

The first attempt to deliver this Arctic-version complex was taken in 2005. However, in 2014 these units broke down. Lessons were learnt before creating a new facility. The start-up ceremony for this wind power facility took place on November 7, 2018.

In terms of weights and dimensions this project is not that outstanding. Each blade weighed about 5 tons and was 16 m long. The heaviest item – nacelle – weighed 18 tons with lifting height of 55 m. Individuality of the project was explained by the fact that delivery and erection activities had to be completed during short navigation period, and all lifting gear and erection equipment had to be transported together with the main shipment.

The project consisted of three main stages:

  1. Load-in of components in the port of Vladivostok, customs formalities and trucking to Yakutsk;
  2. Loading of the wind mill components together with erection, transport and lifting equipment on two ships in the port of Yakutsk followed by river shipment to Tiksi port;
  3. Unloading in Tiksi port, delivery to erection site, assembly and installation.

Customs clearance was finished in three days at a rate of 0% and 0% VAT. Haulage to Yakutsk over the distance of 3,100 km involved 18 rigs. Components and cranes were taken to Tiksi by two ships. It took four days to install each mill on pre-assembled foundations. Teams had to wait for 3-4 days as installation activities required windless weather only. The project was completed in four months with successful demobilization until the end of navigation.

There are 1,200 people living in Tiksi. The subject project has its own social significance for the locality as the capacity of the wind power facility is 900 kW which allows to save up to 50 tons of diesel fuel within 12 months. If all goes well and successful, RusHydro Corporation plans to supply such wind mills for all northern borders of the RF and reduce the conventional fuels requirements.

Consequently, with large-scale projects under implementation in the country, heavy-lift and oversize transportation industry is progressing and building up on experience. In conclusion, I would like to emphasize the proposal made by Marat Yarullin – we need more communication and interaction to be more successful and robust in front of our challenges.

We are pleased to announce the 1st International Conference HEAVY CASPIAN: TURKMENISTAN to be held on October 1-3, 2018 in the Awaza Resort Area Congress Center, Turkmenbashi. The conference is focused on transportation and installation of heavy-lift, oversized and project cargoes in the independent & neutral Turkmenistan.

On the whole in 2017, the Turkmen economy went on demonstrating fine macroeconomic performance. As of the end of the year, the GDP growth reached 6.5 percent which is 0.3 percent higher than in 2016. The fuel and energy sector – the flagship of national economy and industry – is under dynamic development. Financial and social stability is intact accompanied by prompt response to challenges from the outside and adaptation to changes of economic conditions.

High economic indicators were ensured by active investment policy. As emphasized by the President of the country Gurbanguly Berdimuhamedow, huge funds are currently being invested in the economy – about USD 50 billion. Approximately 1,700 major facilities costing over USD 42 billion are under construction in the country. The share of investments in the country’s economy is more than 32% of GDP at the end of the 1st quarter of the present year. Among the most important investment projects under implementation is Turkmenistan-Afghanistan-Pakistan-India (TAPI) Gas Pipeline Construction Project. Construction in the Afghan part of the gas pipeline kicked off this February. Construction of Turkmenbashi Sea Port is finished; construction of the gas chemical complex for production of polyethylene and polypropylene, development of the Galkynysh Gas Field and other critical infrastructure projects are under completion.

At the HEAVY CASPIAN: TURKMENISTAN Conference we are going to discuss all aspects of logistics in this country, including:

  • Potential of Turkmenistan transport infrastructure (ports, roads, bridges).
  • Sharing practice of delivering project cargoes in the direction of Turkmenistan.
  • Particulars of state regulation of the transport sector.

Draft agenda of the conference:

October 1 – arrival in Ashgabat, check-in in hotel. During the day there will be a tour of Ashgabat, and in the evening we will travel to the Karakum Desert to see Derweze gas pit (the Door to Hell). Night in Ashgabat.

October 2 – flight to Turkmenbashi. Accommodation in hotel in Awaza resort area, lunch. After lunch, everybody is invited to the new Turkmenbashi Port followed by meeting with the Minister of Maritime and River Transportation and Minister of Port. A short sea trip in the Caspian Sea is planned for later.

October 3 – HEAVY TURKMENISTAN Conference from 11:00 a.m. till 5:00 p.m. The Conference agenda includes speeches by management of the Turkmen Logistics Association, Ministry of Railway Transport, Ministry of Motor Transport of Turkmenistan and a number of other ministries and authorities.

The Gala-dinner will be offered in the evening on behalf of Partners of the Conference – Turkmen Logistic Association and Beyik Yupek Yoly company, from 5:00 p.m. till 8:00 p.m.

  • On October 4, morning flights will take you to Moscow, Frankfurt, Dubai & Istanbul.
  • On October 5, the morning flight will depart for Almaty, St. Petersburg & Birmingham.

«HEAVY WIND 2018»

We are pleased to announce the international conference «HEAVY WIND» (devoted to transportation and lifting of wind turbine generator components) which is to be held on September 10, at Saint-Petersburg Hotel, Saint-Petersburg, Russia.

The year of 2017 has shown that wind power is now a substantial part of the Russian market. Three groups of the largest investors of the Russian energy market in alliance with the three world’s largest manufacturers of wind generators are developing construction of wind farms and fabrication of wind generators in the country. 2,297 MW of wind farms will be built by 2022, and 3,350 MW – by 2024. The first wind farm in Russia was started up in 2018 by FORTUM.

The volume of this market exceeds RUB 500 billion, and some of these assets will be assigned to transport and installation companies. No doubt, the WPP construction market will become a new growth driver for the whole project logistics field in Russia, just like requirements of the modernization program for the Russian refineries and reforms of the power industry back in its time.

As of today, creation of wind farms is ongoing at full stretch, in particular, in the South of Russia – Adygea, as well as in Krasnodar Krai and Rostov Oblast. The market is now shaping up, and the industry calls for competent logistics and companies capable of implementing challenging projects involving transportation of wind energy equipment. Heavy-duty wind generators, their size, weight and structural design want a special approach while planning and delivering to the installation site.

Международная конференция
«HEAVY CASPIAN 2018»

26 апреля завершила свою работу VII международная конференция «HEAVY CASPIAN 2018», Место проведения – Ташкент, Узбекистан.

Ташкент второй раз принимал конференцию «HEAVY CASPIAN» и это не случайно. В Узбекистане за последние 9 лет реализовано свыше 600 стратегических проектов, в том числе по строительству и реконструкции объектов нефтегазовой и энергетической отрасли. В перспективе до 2019 года Узбекистан планирует реализовать еще 900 новых проектов в промышленности, где будет освоен в общей сложности 41 миллиард долларов.

В этом году конференцию посетило около 90 делегатов из Казахстана, России, Узбекистана, Туркменистана, Беларуси, Латвии, Грузии, Турции и Германии.

Открыл конференцию доклад компании «LS Heavylift», которая осуществила транспортировку компонентов ветряных турбин для ветряной электростанции из порта Поти в район города Гори (Грузия). Это пока первый подобный проект на территории этой страны.

Тему доставки уникальных грузов по территории Кавказа продолжил Александр Кривошеев, генеральный директор компании «DAKOTRANS». Он рассказал о проекте доставки оборудования на Армянскую АЭС. Турбогенератор, изготовленный в Санкт-Петербурге, доставили по морю в порт Поти и оттуда, по железной дороге на площадку Армянской АЭС.

Особый интерес делегатов вызвал доклад Людмилы Мельниковой, начальника отдела железнодорожных перевозок компании A.R.T. Business Group. Она поделилась опытом доставки оборудования из Китая на стройплощадку Рагунской ГЭС в Таджикистане. В своем докладе Людмила Мельникова подробно остановилась на особенностях таможенного регулирования транзитных грузов в странах по пути следования оборудования.

Тагаева Нилюфар, генеральный директор компании «Аксесс Уорлд Транспорт», рассказала об интересном проекте перевозки негабаритного груза для Азиатского Газопровода. Компания перевезла части турбин Rolls Royce из порта в Самаре в Казахстан. Каждая единица груза весила 59 тонн и размеры каждой части 11,18м (длина) х 4,88м (ширина) х 4,34м( высота).

Директор компании «Глогос проект» Константин Гриневич, в своем выступлении подробно остановился на всех нюансах перевозки проектных грузов на Каспии. Отельной темой прозвучала информация об ограничениях, связанных с особенностями Волго-Донского канала и туннелями на маршруте порты Грузии-порт Баку. Также была дана характеристика всем портам трансшимпента на Черном море.

Евгений Клыковский из компании «Петро-ХэХуа» рассказал об опыте доставки буровой установки весом 1000 тонн по маршруту Китай- Казахстан- Оренбург.

Отдельная секция конференции была посвящена опыту доставки проектных грузов в страны Средней Азии турецкими транспортными компаниями. Своим опытом поделились сотрудники HAREKET HEAVY LIFTING & PROJECT (проект доставки оборудования для проекта Южный Иолотань) и компании Mağdenli (проект доставки труб большого диаметра для трубопровода Бау-Тбилиси-Джейхан).

На второй день конференции для участников конференции была организована экскурсия по Ташкенту и обед в национальном ресторане.

«HEAVY CASPIAN 2018»

The 7th International Conference HEAVY CASPIAN 2018 was held on April 26 in Tashkent, Uzbekistan.

That was the second time Tashkent hosted the HEAVY CASPIAN Conference and there is a good reason for that. More than 600 strategic projects have been executed in Uzbekistan for the last nine years, including construction and retrofit of oil, gas and power-generating facilities. In 2019 perspective, Uzbekistan plans to implement 900 more new projects in the industry, with a total of $41 billion to be absorbed.

This year, the conference was attended by approximately 90 delegates from Kazakhstan, Russia, Uzbekistan, Turkmenistan, Belarus, Latvia, Georgia, Turkey and Germany.

The opening speech was made by LS Heavylift which had completed transportation of the wind turbines components for the wind power plant from Poti Port to the vicinity of Gori city (Georgia). So far, this is the first project of its kind in the territory of this country.

The subject of unique cargo deliveries over the Caucasus area was followed up by Aleksandr Krivosheev, General Director of DAKOTRANS. He spoke about delivery of equipment to the Armenian NPP. The turbine generator, which had been fabricated in St. Petersburg, was shipped by sea to the Port of Poti and then carried to the Armenian NPP site by railroad.

Of particular interest to the delegates was the speech made by Lyudmila Melnikova, Head of Railway Transportation Department, A.R.T. Business Group. She shared experience of delivering the equipment from China to Ragunskaya HPP construction site in Tajikistan. In her speech, Lyudmila Melnikova expanded on specifics of customs clearance of transit cargoes and equipment in the countries enroute.

Nilufar Tagaeva, General Director of Access World Transport, described an interesting project of oversize hauling for the Asia Gas Pipeline. The company transported components of Rolls Royce turbines from the port in Samara to Kazakhstan. Each freight item weighed 59 tons and each part was sized 11.18 m (length) х 4.88 m (width) х 4.34 m (height).

Konstantin Grinevich, Director of Glogos Project, elaborated on all the aspects of project freight in the Caspian region. The separate topic included limitations related to specifics of the Volga-Don Shipping Canal and tunnels on the route between the ports of Georgia and Port of Baku. All transhipment ports in the Black Sea were also defined and characterized.

Evgeny Klykovskiy from Petro-Haihua Company spoke about expertise of delivering the 1,000-ton drilling rig via China-Kazakhstan-Orenburg route.

One of the conference sessions was focused on best practices of delivering project loads to Central Asia countries by Turkish transport firms. Experience was pooled by representatives of HAREKET HEAVY LIFTING & PROJECT (delivery of equipment for South Yoloten Project) and Mağdenli (delivery of large-bore piping for the Baku–Tbilisi–Ceyhan Pipeline).

On the second day of the conference the participants were invited to a tour of Tashkent and lunch in a national restaurant.

On October 19, 2017 the 6th Conference “HEAVY CASPIAN” took place in Tashkent. Within 6 years the Conference has become the largest industry-related event in the Caucasian and Central Asia region. This Conference is held annually, but this year it took place in Tashkent, the capital of Uzbekistan, for the first time. There is a good reason for the new venue. For the last 9 years more than 600 strategic projects have been executed in Uzbekistan, including construction and refurbishment of oil, gas and power-generating facilities. In 2019 perspective, Uzbekistan plans to implement 900 more new projects in the industry, with a total of $41 billion to be absorbed.

This year the Forum gathered over 120 delegates from 17 world countries: Russia, Belarus, Uzbekistan, Turkmenistan, Kazakhstan, Iran, Germany, Estonia, Latvia, the Netherlands and Belgium.

The event was sponsored by FESCO, Volga-Dnepr Airlines, Instar Logistics, COMETTO and Turksib Magistral.

The Conference was opened with a speech by Uzbekneftegaz elaborating on priorities of oil and gas industry development in the Republic of Uzbekistan for 2017-2020. The report was followed by details of state regulation of outsized and heavy freight transit and condition of highways and bridge structures in the Republic of Uzbekistan.

Of particular interest to the delegates was the report by the Association of Customs Brokers of Uzbekistan. Khalida Usmanova, Chief Consultant of the Association, told about particulars of customs regulation of oversize and heavy haulage in Uzbekistan.

Best practices of project transportation in Central Asia countries were shared by representatives of Instar Projects, ALE Heavylift Kazakhstan and Ibrakom FZCO. Taking the floor, Lyudmila Melnikova, Head of Railway Transportation Department of A.R.T. Business Group, highlighted aspects of railroad delivery of project freight to Central Asia countries from China. The final speech at the Conference was made by Wondernet Express Tashkent stating potential of logistical support of freight flows to Afghanistan.

Main Event of the Year

On November 17, 2016 the 9th Conference “Heavy Russia” took place in Moscow. Within 9 years the Conference has become the largest event in the branch, gaining recognition of business as a point of attraction of ideas and the venue for discussion of pressing issues. The Conference is the annual event and this year the Forum gathered over 320 delegates from 17 world countries: Russia, Belarus, Uzbekistan, Turkmenistan, Kazakhstan, Iran, Germany, Turkey, Estonia, Latvia, Denmark, Finland, the Netherlands, Belgium, Austria and the USA.

The event was sponsored by FESCO, Volga-Dnepr Airlines, Instar Logistics, COMETTO, Gudzon Shipping Company and Port of Bronka.

The opening speech of the Conference was made by Marat Yarullin, Head of Sales Department, Fesco Transport Group. In his opinion, the last decade has drastically changed the landscape in logistics sphere on the whole and in project logistics sphere in particular. What is felt is the strong impact of the phenomenon called the market barbarization. Barbarization implies avoidance to follow regulatory requirements in combination with corruption covering this kind of avoidance. It means that if a carrier comes up with a legal shipping proposal it finds itself outside the market as its proposal is out of competition in terms of price and schedule if compared to offers of sketchy carriers acting with violation of all technical and ethical standards one could think of.

Avoidance of regulatory requirements and withdrawal into the shadows act as a big temptation for an entrepreneur and, as a rule, it cannot help resisting this temptation. Everything happens according to Milton Friedman’s covenants: a man always searches for money and benefit, right here and now. There is nothing new in this, but as a result, barbarization prevented from implementing the industry-specific standards.

Other project logistics trends reported by M. Yarullin are progression of bulky and heavy cargoes following geological exploration in the Arctic, active bulky transport market in Central Asia and the third trend is the crisis of major international carriers and re-orientation of clients towards middle-sized shipping companies.

The main activities in Russia are concentrated in the central regions, 90% of orders are ensured by power industry, and in the next ten years the energy sector activity related to modernization of main and additional capacities will remain. A number of large-scale projects are coming from chemical industry. On top of that, M. Yarullin highlighted the growth in export of oversize equipment. This is mainly power engineering and, to some extent, petrochemical equipment. Basically, the goods are exported through St. Petersburg.

Panel discussion “How to organize transportation of above-limit cargoes in compliance with the RF law” combined the representatives of the federal bodies and business society in a violent dispute. We would like to make specific mention of the speech made by Konstantin Sergeevich Ugarov, Director of Center for Monitoring of Safe Operation of Highways of the Federal Road Agency, who was standing up for the position of the state. During the discussion, K. Ugarov and his colleagues clarified on some regulations which are still questioned by the general public.

Another important topic of the Conference is development of wind energy in the country which is becoming a new oversize transport market in Russia. It is worth mentioning that by 2024 the wind power capacity in our country may come to 3.6 GW, while market turnover may reach RUB 200 billion. In less than 10 years, potential demand for construction of wind power plants in Russia, fabrication of wind mills, accessories, and operation and maintenance services will approach RUB 400 billion. Rosatom only intends to supply about 600 wind-driven generators with a total capacity of 1.6 GW to the Russian market in the next 6-7 years.

Another growing point for the transport and forwarding business is the status of specialized machinery production in Russia. This subject was covered by RosSpetsMash Association’s speech. Denis Maksimkin, Association Deputy Director, gave the following statistics: export of agricultural equipment from Russia in the first six months of 2017 increased by 1.5 times to RUB 4.1 billion. Exported harvesting machinery rose by 10.3% — to 1040 units, agricultural tractors – by 2.2 times to 178, post-harvest treatment machinery — by 63% to 194, sowing equipment — sevenfold to 407, tillage machinery — by 17.5% to 430. Main importers of Russian agricultural machinery in the first six months include CIS and European countries, China, Canada and Iran. At the moment, the geography of Russian equipment supplies covers more than 50 countries.

International Conference «HEAVY RUSSIA 2016»

Main Event of the Year

On November 25, 2016 the 8th Conference “Heavy Russia” took place in Moscow.

Within 8 years the Conference became the largest event in the branch, gaining recognition of business as a point of attraction of ideas and the venue for discussion of pressing issues. The Conference is the annual event and this year the Forum gathered over 300 delegates from 14 world countries: Russia, Belarus, Ukraine, Uzbekistan, Turkmenistan, Kazakhstan, Germany, Turkey, South Korea, Estonia, Lithuania, Finland,Netherlands, and USA. This year the biggest foreign delegations were represented by Belarus – 9 companies (18 delegates), and Germany – 13 companies (8 delegates).

The event was sponsored by Volga-Dnepr Airlines, Instar Logistics, COMETTO and Port of Bronka.

The first day of the Conference, November 24, started with traditionally most burning topic of the state regulation of the field. First of all, this involves timing and procedure of OOG transportation permitting, issue of corruption in regulatory authorities, as well as new legislative initiatives. Unfortunately, officials of RosDorMonitoring and RosAvtoDor again did not presume to meet business representatives face-to-face, and the latter had to discuss it in their own circle.

Sergei Moskvin, Executive Director of Transit-M, summarized the accumulated problems in his speech. In his view, officials of the Ministry of Transport believe that project cargoes transported in Russia are absolutely useless, they move in a chaotic way, creating extra traffic intensity and relentlessly damaging the road bed. For the last few years, as he put it, oversize cargo permitting system has been characterized by pure obscurantism. It is getting more and more difficult to obtain these permits in a lawful way. Furthermore, the tariff for transporting heavy loads rose by 33 times!

Of particular interest to the audience was the speech made by Igor Zlobin, Deputy Head of Inland Water Transport Administration of RosMorRechFlot. Igor Nikolaevich told about instruction of the President of Russia to build two low-head water power installations by 2020. This is on Volga River, a little bit upstream of Nizhny Novgorod – Nizhny Novgorod low-head water power installation. And on Don River – Bagaevsky low-head water power installation. Both these installations will ensure the depth of 4 meters along the entire extension of deep water system of Russia’s European part, regardless of dryness of the year. This is a crucial point which will allow to eliminate the limiting area for the extension of almost 4000 kilometers.

Another important aspect reported by Igor Zlobin is the decision of the Government to sharply increase the funding of maintenance of inland waterways and hydraulic structures. Starting from 2017, financing is increasing by 30% from the existing value (as of now, the coverage is 50%). This will enable implementation of dredging activities at the most complicated sections of inland waterways of Russia.

Andrei Gulyayanovskiy, Department Head of Volga-Dnepr Airlines, expanded on various aspects of air freight of out-of-gauge cargoes. In the current year the company is particularly proud as it delivered the hydroturbinewater wheel for Ust-Srednekanskaya HPP to Magadan by An-124-100 aircraft. Total weight of the lot together with packing equipment and rigging came to 115 tons. The trestle with guiding rails was installed in order to load the 85-ton structure on board the aircraft. Upon moving the water wheel onto the trestle, the item was winched into Ruslan cargo hold and lashed. The loading was running on for almost 10 hours. Thanks to well-coordinated efforts of Volga-Dnepr technical team, all the works were completed on time.

Another example is transportation of high-speed Mongoose patrol boats. 2 trips were made to carry 4 boats for the Border Service of Russia to the Far East. The vessel is almost 20 meters long and 4.5 meters wide, each of the boats weighs 30 tons. In the speaker’s opinion, haulage of the boats across Russia would call for challenging approval and permitting procedures, therefore, opt for air freight is absolutely justified.

MiroslavRusskikh, Head of Sales Department of Feniks (operator and owner of the Port of Bronka), proposed to discuss possible development of port-centric logistics in Russia. For example, it implies possibility of arranging semi knocked down assembly and disassembly of relatively simple cargoes in the port. The easiest example is removing the wheels of mine trucks in the port. In terms of classic logistics, a port is a transhipment point only, but in its turn port-centric logistics offers a completely different range of services. The port-centric logistics is aimed at achieving higher economic efficiency, and consequently, its implementation shall result in reduction of shipping costs, resolving the issues of transport accessibility, optimization and improved efficiency of financial assets application, ensuring more accurate delivery dates and safety of cargoes during transhipment and storage. Turning to international experience, the most obvious example is allocation of Siemens wind power generatorworks directly in the Port of Cuxhaven, Germany. Or another example from Germany: one of the terminals in Hamburg Port also arranged additional services on transport package manufacturing, apart from traditional oversize transloading and storage. So, examples of port-centric logistics exist, it is developing but unfortunately only for bulky cargoes overseas.In its turn, the Port of Bronka is ready for development of this kind of logistics on its territory. By the way, 25 thousand tons of oversized and overweight cargoes were handled by the port in 2016.

We have established a good tradition to highlight the largest and most interesting projects of the outgoing year at the Conference. Just so, Konstantin Buzin, Head of Gazpromneft Transportation Division, spoke about delivery of outsized equipment for refurbishment of Omsk Refinery. Extensive refurbishment campaign is ongoing at the refinery and aimed at increasing refining efficiency and yield of light petroleum products.Unique equipment is delivered to the plant within this refurbishment. In total there were 3 shipping points – Volgograd, Izhora plant and Shanghai. River barges took the cargo from Volgograd to the Gulf of Finland, in Tallinn it was reloaded on sea vessels. The items from Izhora were consolidated in Tallinn in exactly the same way,all of them were taken to the roads of Novy Port by a single crane ship with consequent reloading on the river barges which then proceeded to temporary storage yard.The cargo from China was also delivered along the Northern Sea Route. It should be noted that the coke drums, manufactured by VolgogradNeftemash and record-setting in their weight-size parameters, were shipped from Volgograd (4 units weighing 636 tons each). Until now, no fabricator in Russia has produced coke drums of such considerable dimensions.

The topic was followed up by PyotrKlimetskiy, Head of Project Business Development, Agility. As ordered by Linde Engineering Company, it was required to arrange cargo transportation for Togliatti Azot. It took 2 years of elaborate preparations to implement the project. Heavy cargoes were shipped to Togliatti from the ports of Italy, Austria and India. Transportation took more than 3 months. The most challenging on this project were activities in the port of Togliatti where Agility carried out onshore unloading of heavy lift and its delivery to the final destination. Also the works on the industrial territory were an issue as the plant area is dotted with pipe racks and pipelines of all kinds.

At the Conference we not only discussed current projects in heavy lift transportation field, but also came back to past experience. In particular, Kirill Vlasov, General Director of STS logistics, reported on the exceptionally interesting project for Sredneuralskaya GRES. In 2008Panalpina failed to deliver the General Electric gas turbine unit for this GRES, leaving the cargo in the middle of the route.

The unit was transported from Spain, and the forwarding company managed to deliver the equipment to VerkhniyeChusovskiyeGorodki, which is near Perm, where it was unloaded on the river wharf. Then it was planned to haul the cargo but the project itself turned out to be very expensive. The total budget only of land phase of transportation was quoted at EUR 8 million, it included reinforcement of bridges, raising of overhead power lines and obtaining of all approvals. The Client did not confirm this budget as it had initially been many-fold less. Obtaining of permits was questionable as well. Panalpina left the project, failing to deliver the cargo to the destination point. For almost a year the unit (2 bulky items of equipment, gas turbine with a total weight of 320 tons and the 260-ton generator) had been in the open. A new tender was announced and STS Logistics managed to receive this project in relentless competition. Eventually, the cargo was loaded back onto the barge, delivered to Perm, reloaded on special railway transporters and taken to the final destination.

One of the most expected speeches became that by Igor Bryzgunov, Chairman of the Russian Association of Wind Power Industry. It is not a secret that logistics for wind generation in EU is one of the growth drivers for the entire project transport industry. This business is also rather successfully developing in Ukraine, the neighboring country. But in Russia, where priorities are traditionally given to nuclear, thermal and hydropower industries development, the wind power is considered as a cold prospect. Domestic companies have almost no experience in transporting blades and nacelles, and they don’t have sufficient amount of special machinery to carry such loads. This gap has to be rapidly reduced as, according to the Association, 3.6 thousand Megawatt of wind farms will be constructed in Russia by 2024 and for this purpose it will be required to transport 4320 blade units (weighing from 25 to 60 tons) and 1440 tower units (the whole complex weighs from 200 to 350 tons).

The next presentation was devoted to unique transportation of reactor pressure vessel for the forth unit of Tianwan NPP (China). This project was highlighted by Dmitry Yarovoy, OMZ Group. Normally, transportation of such equipment from IzhorskiyeZavody workshops is meticulously elaborated, but in 2015 the logistic department of the plant faced a challenging task: a force majeure related to operating processes resulted in readiness for shipment of the pressure vessel only in December. Therefore, it brought about issues with closed navigation, difficulties of passing under the bridges of St. Petersburg and so on. Eventually, the oversize cargo was moved to the sea port across St. Petersburg. For the first time the cargo with such weight parameters was hauledstraight along the city.

AlekseiMamykin, Department Head of Instar Projects, shared experience of delivering equipment for Kandym Gas Processing Plant Project. Total volume of cargo that had to be transported was more than 70,000 ft, including heavy and critical abnormal load of 19,000 ft. The most complicated part of the route was the 1,500-kilometer long passage from the Port of Kuryk (Kazakhstan) to Kandym Gas Processing Plant in Uzbekistan.

The most critical cargo on this project was the main absorber – there were 2 units with a dead weight of 317 tons. All the activities with infrastructure were aimed at this very cargo. More than a thousand obstacles that had to be considered and overcome one way or another. This included 92 bridges, about 15% of which had to be reconstructed, and 16 railway crossings one of which was a real bottleneck on the territory of Kazakhstan. The company completed transportation of all OOG and heavy cargoes by the end of September and already received a recognition letter from the client – Hyundai Engineering.

AleksandrKrivosheev, DAKOTRANS General Director, made a speech about logistical support of hydraulic turbines export. The actuality of the speech is braced by the breakthrough made by Russia in this direction within the last few years.Just so, 3 units were delivered for the Turkish Kygy HPP, the turbine – for Raahe station (Finland) and 2 power units – for Syrdarya TPP in Uzbekistan. Russian equipment will be used for reconstruction of Plavinas HPP (Latvia). But the main direction of the “turbine breakthrough” became Latin America.

Russia is also the world’s leader in the number of power generation units for nuclear power plants constructed both in our country and abroad. AleksandrTorgashov, General Director of AET Trans, spoke about particular nature of delivering outsized and overweight equipment for the power generation units of Russia and Belarus. According to him, complexity of logistics is based on the fact that almost all the Russian power units are built on the operational sites. It means that they are the substituting facilities. The currently operational units are decommissioned and the sites for new units are almost in the same area with the power generation units which are already live. Aleksandr elaborated on the examples of equipment delivery for Rostov, Leningrad, Novovoronezh and Belarus NPPs.

Sergei Ovsienko, General Director of Beluga Projects Logistic, reported on another remarkable project. A rolling mill is under construction at the local metallurgical plant in Kamensk-Uralskiy. In less than a year, this plant will start manufacturing of aluminium sheets which have never been manufactured elsewhere in the world before. Within this project, Beluga Projects Logistic carried out a unique operation on moving and installation of aluminium hot rolling line in a narrow space of the plant’s workshop. Total weight of equipment that was to be shipped, carried and installed amounted to 4030 tons.

This day, rich in reports and discussions, finished with a friendly dinner to the accompaniment of saxophone. The Conference continued on November 25.

The second day of the Forum was divided into two parts. The first session was devoted to various relevant issues of dealing with unique cargoes. In particular, WijnandHerinckx, Director of Ahlers Moscow, dwelled upon operations between a forwarding agent and customs authorities. As an example, he mentioned the project of 2015, on which Ahlers organized delivery of oversized and heavy-weight equipment for the needs of TAIF-NK from Malaysia to Nizhnekamsk. The speech focused on such issues as: difficulties arising during customs clearance, classification solutions and approval of supporting documentation.

Representatives of AVIACON ZITOTRANS shared experience of transporting out-of-gauge equipment by IL-76 airplanes. The most prominent example is delivery of the 46-ton rotor shaft from Yekaterinburg to Pusan (Korea). The main difficulty was related to the weight of the cradle for this rotor, as 46 tons is the maximum safe load for the airplane of this type, and no other additional equipment can be carried on board. That is why none of the IL-76 operators except for AVIACON ZITOTRANS confirmed this load. Everybody believed that this cargo can be transported only by Ruslan aircraft which is basically the evident solution. But for the client this option would cost 1.5 times more. AVIACON ZITOTRANS found the way to fix this engineering task and successfully delivered the item to South Korea.

Of particular interest to the attendees was the speech made by Scientific and Research Institute of Salvage and Underwater Technologies “Naval Academy”. Anton Ageev, Head of Sunken Objects Lifting Department, spoke about unique lifting operation on raising the two-deck diesel-electric ship “Bulgaria” with the weight of 780 tons in Kuybyshev Reservoir.5 years ago the vessel sank at the depth of 20 meters, 112 people were declared dead. It was the first time in Russia when such a large ship was raised from such a depth of the river.

The second session was fully dedicated to the subject of key risks arising during project freight.

As is well known, any case of expensive cargo transportation always implies potential risk involving its loss, damage or destruction. Cargo owners face a dilemma: whether to shoulder these problems or shuffle them off to an insurance company. Oleg Glazkritskiy, Director of Industrial Insurance Brokers, told everybody about the way these issues are tackled in Russia.

AleksandrKomissarov, Manager of Center of Railway Technologies “Negabarit”, made the following speech: Particular Features and Advantages of Bulky Cargo Railway Carriage. He told how the feasibility study helps to mitigate the risks and reduce the time of delivery. In his presentation he noted a new trend – cargoes gradually return to the railway transport. In his opinion, given correct preparation and shipping arrangement, railway transport is often an optimal choice for heavy lift carriage.

The topic of preparation of oversize and heavy cargoes for haulage triggered a hot discussion. Anatoly Shmelev, Deputy Director of RusSurvey, reported that insufficient cargo securing is the cause of 70% of unsafe transportation. Besides, 40% of road traffic accidents involving a single vehicle are caused by loss of control over the vehicle due to shifting of a poorly secured cargo. Most of drivers are not familiar with theory and methods of cargo securing, just like most of forwarding companies.

The subject was followed up by Oleg Karpovich, CNIIMF Project Manager, who spoke about safety requirements during shipment of bulky and heavy-weight loads by water.

Resume: The total volume of cargo that was to be transported is more than 70,000 ft, including overweight and critically abnormal load weighing 19,000 ft. The most complicated part of the route was the 1,500km long passage from the port of Kuryk in Kazakhstan to Kandymsk gas processing plant in Uzbekistan.

Resume: It took 2 years of elaborate preparations to organize transportation of loads for Togliatti Azot Project. Heavy cargoes were shipped to Togliatti from the ports of Italy, Austria and India. The most challenging on this project were activities in the port of Togliatti where Agility carried out onshore unloading of heavy lift and its delivery to the final destination.

Resume: In 2008 one of the foreign forwarding companies failed to deliver the General Electric gas turbine plant for Sredneuralskaya GRES, leaving the cargo in the middle of the route. For almost a year the plant had been in the open, until new carrier was found – they proposed a new route and delivered the unit to GRES.

Resume: Extensive refurbishment program is ongoing at Omsk Refinery which is aimed at increasing refining efficiency and yield of light petroleum products. Unique equipment is delivered to the plant within this refurbishment. Just so, in early August the coke drums, manufactured by VolgogradNeftemash and record-setting in their weight-size parameters, were shipped to Omsk Refinery (4 units weighing 636 tons each). Until now, no fabricator in Russia has produced coke drums of such considerable dimensions.

Resume: In December 2015 Izhorskiye Zavody shipped the pressure vessel for the forth unit of Tianwan NPP (China). The outsized load was carried to the sea port of Saint Petersburg and sent to the client. For the first time the cargo with such weight parameters was hauled along the territory of the city.

Resume: A new rolling mill is under construction at the iron and steel plant in Kamensk-Uralsky. Resume: The speech highlights unique lifting operation to raise the two-deck motor vessel “Bulgaria” with the weight of 780 tons in Kuybyshev Reservoir. 5 years ago the vessel sank at the depth of 20 meters, 112 people declared dead. It was the first time in Russia when such a large ship was raised from such a depth of the river.
